The Status Quo: Where Vienna Can Improve

Vienna is consistently ranked as one of the most livable cities in the world. However, a look at our sidewalks, parks, and stations often tells a different story. Carelessly discarded waste doesn't just harm the environment; it affects our well-being and the city's reputation.

While cities like Tokyo, Shanghai, or Singapore have achieved near-perfect cleanliness through clear rules and mutual respect, our current measures in Vienna are reaching their limits.

Our Vision: The "Model of Responsibility"

We are calling for a reform of Vienna's cleanliness regulations. We want to strengthen the existing WasteWatchers and introduce a fair, phased system to prevent littering. Cleanliness should not be a wish, but a standard.

Our 3-Step Plan for a Clean Vienna:

• Step 1: The Learning Phase (Months 1–3)
  Following the approval of the reform, there will be a three-month transition period. During this time, littering will only result in a formal warning and educational talk by the WasteWatchers.
• Step 2: Implementation (Year 1)
  After the grace period, a flat fine of 50 Euros will be imposed for polluting public spaces.
• Step 3: Consistency (From Year 2 onwards)
  To ensure a lasting change in behavior, fines will be increased moderately each year until the cleanliness levels of leading international cities are met.

WasteWatcher 2.0 – Our Reform Proposals

Since 2008, Vienna has had a strong tool for urban cleanliness with the WasteWatchers. However, after nearly 20 years, it is time for an upgrade.

• Increase Visibility: Currently, there are only about 50 full-time WasteWatchers for all of Vienna. We demand a massive increase in presence – not just as inspectors, but as ambassadors for cleanliness.
• Adjustment of Fines: Current fines have remained stagnant for years. We propose a dynamic model starting at 50 Euros with annual increases to make littering permanently unattractive.
• Earmarking & Transparency: Every Euro from fines must be transparently reinvested into local beautification projects (more flower beds, modern bins) within the respective district.
